The message has been plastered on highway message boards for a week: texting while driving in California becomes illegal in 2009.
The new law bars texting from cell phone or any text-based communications device while behind the wheel. Infractions will cost the violator $20 for a first offense and $50 for each subsequent offense.
The Department of Motor Vehicles is modifying the issuance of temporary operating permits to those whose vehicles haven't passed a smog check. The new law says DMV will issue one 60-day temporary operating permit only if the vehicle has been tested at a smog station and failed. The permit costs $50.
There's a change to driving under the influence laws. Anyone who is on probation for a DUI conviction will have their vehicle impounded if caught driving with a blood alcohol level of.01 percent.
Those who register their vehicles in San Joaquin, Stanislaus, Merced, Madera, Turlare Fresno and Kings counties will pay an additional $6 air quality fee.
